The credential is called the Unmanned Aircraft Pilot Licence (UAPL), with a minimum age of 16. The path runs through a CAAS-approved training organisation, followed by a CAAS theory test and a practical assessment by the training organisation's own authorised flight examiner, then a final application through the CAPELS portal.
CAAS does not regulate what training organisations charge for the course itself.
Civil drone operation in Singapore is regulated by the Civil Aviation Authority of Singapore (CAAS) under the Air Navigation Act and the Air Navigation (Unmanned Aircraft Operations) Regulations 2019. A licence is required for any commercial or non-recreational flying regardless of weight, and for recreational flying above 7 kilograms; drones between 1.5 and 7 kilograms flown recreationally need only a shorter Basic Training course, and drones under 1.5 kilograms need no licence at all.
Fines for unlicensed commercial operation can reach 50,000 Singapore dollars or two years in prison.

You need one to fly a drone of any weight in the course of business, or for any purpose that is neither recreation nor education. You also need one to fly a drone above 7 kg for any purpose, including recreation.
