The Mini 4 Pro ships with a choice of remote, and the remote decides what the stream looks like. Per DJI's app documentation:

The RC 2 is capped at 720p, and DJI attributes that to the controller hardware rather than the drone, so no setting on the Mini 4 Pro changes it. If you have an RC 2 and the stream looks softer than the recording on the card, that is the reason.
Two neighbouring models behave differently, so it is worth checking which one you have.
DJI Mini 5 Pro. It ships with the RC 2 or the RC-N3, and DJI documents live streaming on both. The resolution follows the same rule as above: 720p on the RC 2, 1080p on the RC-N3.
DJI Mini 3 and Mini 3 Pro. These stream only with the RC-N1. Some kits are sold with the DJI RC instead, a screen remote that has no live streaming option in DJI Fly at all. If your Mini 3 came with the DJI RC, there is no setting to switch on; streaming needs the RC-N1.
The platforms built into DJI Fly put your flight on a public social channel. That is the right place for an audience. It is the wrong place when the people watching are a client, a site manager or a team who need a private view.
For that, DJI Fly's live streaming settings take a custom RTMP address. Point it at a relay and the relay turns the stream into a web page that opens in a browser, with nothing to install on either end. The stream carries video only. Most failures on a Mini come from one of four places.
The remote has no streaming option. On a Mini 3 or Mini 3 Pro paired with the DJI RC, the option does not exist. Pair the drone with an RC-N1.
The remote has no internet. The stream leaves from the controller, not the drone. On an RC-N1, RC-N2 or RC-N3 that means the phone's mobile data or Wi-Fi; on an RC 2 it means the connection on the remote itself.
The address and key share one field. DJI Fly has two fields, an address and a key, and joins them with nothing in between. Paste each value into its own field; putting both in one field makes the stream fail without a clear error. The DJI Fly guide shows both fields.
The picture is lower resolution than expected. On an RC 2 the stream tops out at 720p, as above.
